Life story
A Simsbury Justice
Joseph Phelps was born August 10, 1667, in Windsor, Connecticut, son of the elder Joseph Phelps, and settled in Simsbury, where he served as justice of the peace and, from 1709 to 1727, represented the town in the Connecticut General Assembly. In his November 1744 will, Joseph divided extensive landholdings among his sons Amos and David, left cash to his daughters Damaris and Elizabeth, and made arrangements for a man he enslaved, Tom — leaving his wife Mary the use of Tom for her lifetime or until remarriage, after which he was to pass to Joseph's son David.
